I counted 86. I suppose some of the things on the map might be structures not neighborhoods.
I wouldn't count influence though. That's internal to the city. The city as a whole would probably have a separate influence stat when dealing with foreign powers. After all some foreign empire isn't going to care how many districts are in the city.

I really enjoy how Heladuits, Sausage Guild and King James are role-played. The last post by the king was pretty in-character. You've got to respect that.

Yes, but I was thinking more along the lines of dividing the cities power equally between the factions. Having control over the populace and minor factions of the city is about as useful as having points of economy.
I've actually been making it a point to do things my characters would do even if they weren't in my factions best interests, it's led to making Markus and Javier quite fun to each play, given how different they are.
It's also led me to purposefully try and use Meredia more, just so she develops a personality.

Ayup. That's why they haven't done much but consolidate their grip on the docks and Factories South for a while now (and also why I've been replying to their messages). Iceman was having computer issues and couldn't keep up with the game. Unfortunate, but it happens.

I might be misunderstanding, but I thought one VIP could attend as many PM conversations as wanted in a turn? It doesn't take a month to talk o a guy after al.
Nope. One PM Conversation per VIP. It's not so much a fluff restriction as crunch. Having message reading mechanics become rather pointless if every conversation can be in PMs, no?
Hmm, perhaps the number of PMs could be linked to the VIP stat..
There were some plans to have different VIPs able to have different numbers of conversations, but as far as I know they haven't been implemented.

Linking PMs to VIP stat is a nice idea. Each PM just substracts, say +5 bonus from VIP's action during the turn, with one free PM. Also, if VIP is preforming a diplomatic action, it allows PM and doesn't substruct from the action's efficiency. People just need to keep track of the number of PMs they sent and list them in EoT. Yeah, that'll happen.
On propaganda:
I know. I played as propagandist, anti-technology faction and loved it, the first time I played in a TW game. Since then propaganda has always been my friend. You are lucky, Vasari doesn't take active stance in the politics, though in the light of the vicious political wars happening he might be forced to make a stand, if only to protect his interests.

As I said in a PM to Greystone, my personal rule for legal systems of D&D cities is that they should never make any kind of sense. Not all of the people who were laying down the laws were entirely sane, and others were influenced by cultural norms that have fallen out of practice in the intervening centuries. There are a lot of laws that flat out contradict each other, and other laws that are simply weird (just as an example, Trial by Theater, or the regulations on the livestock sex trade). Consul Blizzardmarch, as a dedicated lawyer VIP, happens to be one of the few people in the city who actually understands the legal code, which lets the EBSA do some interesting things, fluff-wise. I think the only other faction who actually has a legal VIP is the Heladuit Court, with Meridia being their formal representative at trials and whatnot.
