Honestly, the EBSA's (I'm assuming that's what you meant) strength will depend on how many people trust them enough to ally. If a third of the players start working together through them, it could be a major power. If only 2 do, They'll probably be crushed once someone wants to.

Well, I'd be one of those factions, who'd be sitting on the fence, before ERSB proves themselves. I lack direct power, so choice of allies is vital to my survival. I'm playing the politics to survive, rather then to win.

I can tell you the EBSA doesn't want any specific power, they just want order and government brought to the city as quickly as possible to avoid death and riots.

Its in the name. We are a Bureaucracy. We exist to facilitate the government and try to make sure everything is legal and correct. A Bureaucracy without a government is merely in a holding pattern.

Finally able to get online and actually write stuff. Sorry about being away all day--I spent most of it in the car, driving to New York. Just as a warning, I'm going to have little internet until late Thursday night (so, technically, Friday morning). I'll try to get on and respond to everyone at least once a day, in the evenings.

No. It is usually easier for you to project power into neighborhoods near you, though, for obvious reasons; the further away from your main power base you get, the more other factions you have to march past.

Yes. That is one of the downsides of low Morale. Bear in mind, however, that Defensive Espionage is only equal to Morale because this is the first turn. During EoT you can spend Espionage to add to your Defensive Espionage for the next turn. This represents you using your spies to ferret out enemy spies--counterintelligence stuff.

I think I ought to clear up the distinction between stuff that occurs during a turn and stuff that occurs at EoT.
Negotiating, threatening, planning and scheming take place during the turn. Basically, anything that can be accomplished by sending messages to someone else.
Anything else takes place during EoT. Everyone's actions happen at once. This includes sending people to crack skulls, sending agents to keep an eye on someone/thing else, attempting to find hidden locations, burning stuff down, attempting to convert the population, and really whatever else you can think of. It's fine to tell me that you are going to be doing these things during the turn, just remember that they must be in the EoT report you submit to me, because I will not remember otherwise.
Now...moving on to the IC thread.
