K, need to ask the GM something. Is it taking over a area if all you do is add a funding request both and protection devices?
To be considered to have control over an area, you need the people in charge of it to be reporting to you somehow. It does not matter whether this is because you bought them off, or hired them, or killed off the previous bosses, or whatever.
The Champions are a secret order of knights and informant, founded over a millennia ago, by the old monarchy of the Broken City. Their original duty was to safeguard the heirs to the throne, both by protecting the known heirs, and keeping secret the identities of bastards and outcasts who had an indirect claim.
Ultimately, the Champions failed in their duty, after a string of relatively infertile kings, there were simply no heirs to be found, and the monarchy collapsed. The Champions however, did not give up. Most of their followers deserted them, but a few remained, and began the painstaking process, of searching the entire kingdom for another heir.
It has been a thousand years, and if this were any other blood line the champions were searching for, their efforts would be pointless. If an heir had survived, he'd have thousands of descendants by now. The royal blood line however is not like other lines. Every member of the royal family possessed a unique spark, a source of magic power, which also serves as a unique identifier.
The spark was said to be a gift from the ancient gods, a sign that the king had the divine right to rule. It is this the Champions have been searching for, and after so long they have finally found. When they found him he was only a boy, born to an otherwise unremarkable family in the Hopers district of the Imperial City. This boy however possess the spark, identifying him as the heir to the royal line, and rightful king of the Broken City.
Since his discovery the Champions have been training their king, preparing him for his return to power, gathering supporters and men to him. With the death of the empress it is now safe to reveal him, and hopefully have him take this rightful place.
Military: Very High - The Champions are small in number, but they were an elite fighting force in their day. They are highly trained, and willing to fight to the death.
Wealth: Very Low - The king could hardly chosen a poorer place to start his rise to power. His control of Hopers is mostly indisputed, but the region brings in barely a trickle of money, and the Champions have little wealth to the name.
Espionage: Very High - The Champions have managed to keep their organisation secret (as far as they know), for centuries. They have informants across the city, and some of the best trained agents around.
Magic: Very Low - Apart from the King himself, the Champions use little magic, except to supplement their fighting force.
Morale: Average - The champions are loyal to a fault, but their numbers are small. Most of the Kings followers are normal people from Hopers, who are mostly ambivalent, unsure whether to trust this new king.
Reputation: Average - The old monarchy had brilliant kings, and dreadful ones. At times they were utterly reviled, other times they were worshipped and beloved. The old monarchy has been dead of centuries though, only historians and scholars maintain any opinion of them.
Personal: Average - The King is a very powerful individual, blessed with natural intellect and charisma and a keen grasp of magic. His right hand, the leader of the Champions, is one of the finest swordsmen in the city.

Looks good to me. Turn 1 EoTs are due tomorrow morning, so I think it would be most convenient to insert you into Hopers during the turn resolution. If you want to do anything aside from "Establish full control over Hopers" this turn, send me a PM.
