its a shame i dont have any concrete evidence it was them. i just find it suspicious that the Shipwrights actually requested Warden patrols to cover the area...

Well, I was also referring to Pepperstoch, but yeah.
Nah they tried to hide it but it's pretty clear that it was the blackfists, Ram, and Wren who set off the Pepperstoch riots.
I'll be kind of annoyed if the Wardens take back Pepperstoch, but since I am about to reap a large swath of Runner's City in retaliation I'm not too concerned about it.

I've never let him do anything under my area. Though that doesn't necessarily mean that he hasn't done anything. I just haven't given permission for anything that has been done yet.
