Sixty-seven executions. A high number. He did not particularly like that it had to be done, but he saw the necessity for that. The people had wanted the blood of those who had destroyed their children, their brothers and their parents. That was justice, that was right.
No, what he didn't like was the spectacle. He would have preferred a dignified execution, a small process, only the accusers and the accused. The dead didn't deserve to be paraded around for entertainment.
But in the end, they had gone for this. Cheers and sledgehammers, full seats, stakes out in the public. The people wanted it, the people got it.

It may be difficult to arrange that, as the writ of ownership for the University has been located in the heirloom chamber of the Gantris family. It appears that their family once owned the university and moved out when the Librarian seized power and killed Lord Amos Gantris. Interestingly, a second, nearly identical, writ of ownership was found in the possession of the Holfeather family, but the family historian says it was likely forged by an enterprising Marjorie Holfeather (neé Cynthia) some 40 years after the Librarian took over the university. In addition, it appears our own Abraham Pontiss is the direct descendant of the last Dean and Headmistress of the university. It may be possible to make you, let's see, Patron, Benefactor, Adjunct Principal Chancellor, and possibly some other titles which sound good to to the populous. As for actual ownership, that may be impossible, but we can, with some political shenanigans, make it seem as if you do. (OOC: Perhaps, but it would be difficult to gain influence if you are not actually influencing it. I propose to split the influence (rounded to you rather than me, to be fair), but I would like the stat bonuses.)

No one organization will have sole control of the university, as the board of education will be made up of learned men from all parts of the city. Lord Pontiss will be equal to them as Dean.

We see no reason for the EBSA to take control of the entire district. The council's influence would be expanded if any of us took the neighbourhoods, and their field offices could easily be built in any of our territories.
Tax Proposal
Before any talk of taxes commences the current situation needs to be addressed. We do not trust the Wardens to not retaliate against us. We would need some guarantee to that effect before we release Orange Crown and Guild Hand back to them.
We would also prefer that Traitor's Bridge be returned to the Mercantile Guild perhaps with some Crown oversight rather than simply give the tolls to the Mercantile Guild. It is after all far simpler to stop giving a gift than to take it in the first place. You yourself might not do so King James, but no King lives forever.

1. If we are to make such compact, I request that it must be done officially.
It must be in writing, composed by ESBA, blessed by the Law Magic of the Militia of Order and Justice, in presence of the nobles of the city (ESGE & Lord Wallen) and made public for all commoners to see. The Church of Neposh appears to be growing as mainstream religion of the city, so perhaps we can also invite their priest as representative of the divine.
2. Personally, I’m prepared to pay the tax. However, this is conditional on Mercantile Guild accepting this agreement as well.
3. I believe that if the right of Mercantile Guild to all dues from passing traffic and right to manage flow of trade through the Traitor’s Bridge is confirmed as part of this compact, the Bridge can be declared as under royal control. The king’s troops can move unimpeded and in the times of war or similar crisis, the King can assume control of the gates, though dues should still be paid to Mercantile Guild. This should be binding on the descendants of King James.
4. I think, the issue with the Mercantile Guild’s damages should be addressed. Due to the losses they suffered, they don’t have manpower to protect their trade caravans. With Warlords growing bolder, perhaps as protector of the Guilds, King James could assist the Mercantile Guild, both with protection of their trade and direct some of the taxes to assist the Guild in building up defenses for our trade.
5. It does appear, that you command the loyalty of Wardens. If they will truly follow the word of the King, then there should be no problem. However, what if their submission is feigned and they now harbor resentment to your majesty?
6. As for your promise to make Monopolies binding, there is an issue with hand presses. The Militia of Order and Justice and the Ram Revolution seem to have them, and those are under purview of Bookbinder's Guild. Would you address this issue?

Now, I've talked individually with many of you regarding the project my masters are currently working on, a great Network which will draw the lightning from the heavens and use it to free us from dependence on imported coal and gas to power factories and light laboratories, as well as light and heat homes and buildings without need for oil or wood. The Network should be completed by the end of the month, barring outside intervention or disaster. So, I'd like to see if any of you would be interested in providing funding for the Network, and in exchange I'll make sure that extending it into the territory under your control is high on our priorities. Reasonable deals have already been worked out with both the Sausage and Technists' Guilds. Such investment would have the doubly good effect of securing gainful employment for the teeming masses in Factories South and the rest of the Smokestacks, which should help stabilize the economy somewhat.

Quite simply, the actions of the Blackfists have unsettled the whole district, and ffurther economic collapse would only play into their hands. Also we wonder if instead of simply the major factions you had considered extending power to individual citizens. While they might not individually be able to afford the starting infrastructure providing the power as a service could be quite beneficial.

It is also staggeringly high for the Sausage Guild. Not every guild is made of money. Most of our assets are in our shaper labs and meat carving pits. Having to pay taxes on such would cripple our ability to actually produce profits and invest in new infrastructure.

Eminent Domain
Eminent Domain is an important governmental function. We, as the Council, have not used it yet- and rarely do we do so. The fact remains is that as long as we remain intelligent men and women of character then we will not misuse it. If there is a warlord at the gate, and we need to create a new line of walls- without eminenet domain, we could not do that.
I would not mine regulation of when and why we can enact a provision, but giving power to factions rather than the people directly or the government is putting a fire to a powder keg.

A veto is best placed in the hands of one man with undivided loyalties rather than one man elected by many parties. Indeed we think the veto is best placed in the hands of the king. As such we would want the matter of how to allocate funds be switched around.
Each of us who pays taxes gets a vote on the budget. The king also gets a vote and would have both the power to break ties and veto budgets. We also propose that you get more people paying taxes. So that the SGA cannot be accused of controlling the city's budget.
In addition we propose the creation of a genuine city watch. Something which can be trusted by all sides to keep the peace impartially. And that people, like us, who are not wealthy in coin can contribute man hours to it to accrue a tax break.
On The Wardens
The exact punishment for the wardens I leave between them and the Champions, as long as they stay within legal means. I also support their removal from the council, on the grounds that they have yet to support any move made by the council, as well as their recent violent actions in disregard for the law.
Lord Founder's Nomination
Should the Wardens be removed from the council, I would support the Lord Founder as a replacement member. However, I am wary of having a 6 member council. It would be too easy to deadlock.
University
The Revolution is in favor of the ESGA's proposal of having the university run by the dean and representatives from each of it's colleges.
Blacksage
The neighborhoods that no faction has a claim to should be free to vote where they go: either to a faction of their choice, or to a government of their creation.
Eminent Domain
I am with the EBSA. While there should be regulations on when and why eminent domain can be used, it is an integral and necessary part of government.
Diplomatic Corp
The Revolution would be willing to sponsor the corp - we could supply diplomats, if there were a place to teach them all the fancy ways of diplomacy (most of our citizens are from the lower class, after all). We would also be willing to provide a protection detail for the diplomats, or at any consulate set up in a foreign nation.

How much protection do you think will be needed? The Revolutionary Army is only so large, and some divisions will need to stay in the City. It would be worthless to have over protected diplomats and an undefended city.

We have started a small school for the magically inclined in case the university suffered the same fate as Dogma. Since it has mostly been spared, we would like to have a hand in the new school. We have a decent amount of teachers and are willing to help fund the project.
If the sentence given is as is, we will accept it.
This does mean the territorial status of all combatants is reverted to status quo ante bellum, and we expect the Sausage Guild forces to withdraw from Spicer's Circle.
