You can indeed make a new Stable if you wish! Though keep in mind that Pegasus are fairly uncommon in Stables. Most of them retreated up above the clouds. Though it isn't unheard of for a few of them to have taken shelter. And of course it's possible that a Pegasus can be born to non-Pegasus parents given how the three pony tribes can intermingle. Again, not terribly common.

Stable24 is a ruin. Everypony there is dead for... reasons. So it is unlikely somepony would be from there. Stable101 is dominated by Earth ponies and has some pretty advanced technology. That place is still quite active.

So yar. Your best bet would be to make a Stable all your own. Pick a number that isn't on the map and then pick a location! Describe where it is and I'll update the map with it. Eventually I'll add a description of all the defined Stables to the opening post.

He was born of a unicorn and a pegasus that decided to go below cuz seen clouds as not safe enough. his dad's the unicorn . Also, he's a colt, 14 (yes, again ).

I designed my character with the Everfree forest in mind. There's some back story here, that I'm saving for an IC reveal, but she does not take it lightly.

She walks around with large amounts of explosives, for one.

I don't even know what the Joke and the Slaver Moss are (haven't exactly seen them in the story) but whatever, he's a colt from a stable, he doesn't know what are those things either and how is the outside world besides a note left from his dad that tells him to just stay safe and not come out

Killing Joke is the post-apocalyptic progression of Poison Joke.
Does mostly the same thing, changes you in a way it finds funny.

It's humor tends to just require you to die.

Killing joke is a pretty blue vine that attempts to touch non-joked ponies (or griffons, or pretty much any other creature that isn't native to the Everfree). Its touch will instantly transform them in an ironic (and almost always lethal) fashion.

Slaver Moss is a thick mossy growth with large purple sporocarp. When a pony gets near them they'll spray a poof of spores into their face which will germinate and begin growing through (and over) the victim's body until all that's left is a pony-shaped Slaver Moss beast.

Everfree.

Name: Luka Stormrain

Race: Pegasus

Cutie Mark/Special Talent: A pip-buck with a blue-colored screen with a 4 triangle crosshair on it, he actually got it just as he left the stable

Virtue: Undiscovered, but his life in the stable suggested a tilt between Generosity and Loyalty in some way, as he's pretty protective of his friends and is prone to going out of his way to help others and do whatever he sees as the right thing

Appearance: a blue pegasus colt with a black mane and tail, around 14, he's somewhat tall and his wings are longer than usual, working out better at maneuvering and acceleration than speed

Faction:Ex-stable 54, now a wanderer of the wastes.

Skills: Pretty good with guns, especially rifle-like (shotguns included), both energy and firearms, also knows how to use barding (except power armor).
He also learned a few things from his dad about medicine and healing, gaining some little knowledge in science, from both him and the stable

Equipment: A Pipbuck V3.0A, stable barding, a 10mm pistol with ammo, a bb gun, a small medkit and pre-war money that he could get before escaping

This plot shouldn't take too long, I would assume. Plus, speed is of the essence, and a unicorn walking along would have made catching the target nearly impossible.

Eye mean, he's pretty much headed to Raiderville () without knowing, with just a 10mm pistol and eveyone seems to be either west or east, and he's in the center.

Art tossed out some interaction without expecting a quest to come of it. Bob will be running the encounter with the bandit. In the mean time I'm tossing out nice distractions until said encounter takes place. As was mentioned before we've got no 'real' GM. Anyone can feel free to make interesting stuff happen.

Also the Shack should be obvious given its location.

Also also there are still plenty of ponies and not-ponies milling around New Appleloosa. Strike up a conversation! There are all sorts of NPCs with side-quests in Fallout!

Yeeeeah...

Ponyville isn't the happiest of places. Keeping a low profile around there would be a good way to avoid getting drawn and quartered. Send him wandering a bit more. I think I can throw something his way if no one else is inclined to.

I know there's no real GM, but you'd think the person who started the quest would be the one to do it, that's why I'm confused. Multiple 'GMs' for a single side quest can be a confusing thing.

Eh, some people aren't terribly comfortable with running encounters. But they are comfortable with PC to PC interaction and coming up with plot hooks. So the GMing duty just gets relegated to someone else.
