There are a few elven nations established already, so if we do have slum dwelling elves then choosing a subrace would be the way to go. Maybe wild elves?

While there's nothing wrong with having discworld elves, they're more in line with the fairy kind of elf rather than the tolkien elves dungeons and dragons uses, which draw their origin from norse mythology rather than fairy stories, IIRC. If elves were actully like they are in discworld, they would have been wiped from the earth ages ago.
Personally, I don't see why elves have to be corrupt or downtrodden. Can't they just be on par with the other races civilisations?

EDIT: Also, I'd prefer to have elves be not down trodden or evil. But if they didn't live in trees that would be peachy too.
Neat map! It looks very good for a rough draft. Definitely of a similar opinion vis a vis the elves. We already have the distinction of evil elves in the form of the drow, so there's that. I would personally rather see an advanced Crystal Spires and Togas esque society, using functional magic (or magitek) to enhance their way of life. Maybe that could be a singular region/empire, though.

That would make sense for the caster that trained there. Since he can't get it in Aldhaven any more. Greek style culture then?
I like what you've done with the elves! They remind me a bit of the Thran Empire from MTG (before the civil war that ultimately destroyed it, of course).

The Reach sounds interesting. I'll throw my vote in there.
Also, I don't want to bother you unduly, but I was wondering about the changes to character sheets (specifically mine)? Between you, Cultist and I, we changed the storyline somewhat. It doesn't really matter all that much, but the information does contradict itself in its current state.

I don't know about that. Lanath's legion doubles as a black market for illegal commodities (of which Zane is already aware, considering that as a professional thief, he has made transactions with them in the past). If he plays his cards right, Zane will have an entire company of veteran drow skirmishers backing him up.

@samburke - Do what you like! I feel either way it will be pretty interesting to roleplay.
@3SC - loud and clear. We should also talk about those map locations I mentioned we'd figure out together....you know...of the....Underdark variety?
If anyone has any suggestions for the diarchy led by a gnome and dwarf team up with the dwarves under and the gnomes over, shoot me some sweet ideas. If anyone wants to input as to some of the country dynamics of one of the 6 remaining countries within the empire of the seven dragons, speak now! I'd love more to go on, but I can pull it out of places you don't want to know about if I need to. I have a few ideas, but would love more out of y'all! The Reach I pretty much have factored together, just need to write it. Other than that, I think I'll make a brief mention of where the dragons live and what it's like in the mountains.
I am currently a bit unsure how I can weasle my way in any of the plots...
A theft of a Countess property is kinda within the purview of a senior guardsman but as others have said its an already crowded storyline...
I could work with Greenwing perhaps but once again that then makes it far too many adversaries for 1 person...
The whole Morgenstein vs Painters vs Others is also fitting given that it relates to the criminal underworld of the city Deneth is... well... policing but I cant think how my interaction will work along with theirs...

You don't really even need to pick and choose. You likely as one of the higher ups will be pulled different directions as crime comes up. I know of a few things that may spike up in my own main story arc that kind of compromises all the others, so going between a few is alright.
EDIT: Aw, look at that! All kingdoms south of the 'Empire' are done. Knocked out Dezendwell and The Reach. All that's left now is 6 kingdoms and somerisle.
