From what I've read, this is more of a form of empathy that draws energy from the people around them, much like a succubus or Mexican masked wrestler. The more of a certain type of mental energy is around you, the more powerful you are, filled with energy and strength.
A famous person or music idol would be all powerful with this. |D

The only member of the League that is stronger than him is Superman. In fact, going underwater, he's on par with Superman in every aspect except for durability.

The best part is that even in the DC Universe, nobody takes him seriously. He just shows up in the middle of Metropolis to stop two robbers, the police ask why he's there (not close to any water), and he takes his trident and flips the car over.
He also eats fish in that same issue, and is interviewed by a dork who asks him why everyone thinks he's a joke.

One thing I like when creating heroes is to take classically villainous powers and make heroes with them. Not anti-heroes, dark, broody and violent, but out and out heroes who like helping others as best they can. This one is a tough one, but not impossible. A charsmatic type who surrounds themselves with fans so they only have to take a sip from each. Even other heroes might think they are only in it for glory and fame, but they know that they are doing the best with the hand fate dealt.
Think a vampiric Booster Gold.

Not really, you just change the laws of physics so you have a healing or a emotion manipulating super power. For pretty much any intents and purposes, it *is* omnipotence.

Well, I think that disqualifies me from LUTAS... and indeed from heroics in general. Fireballs are generally fairly destructive, and there's not a lot of subtlety involved... So Villain I guess? Or Anti-hero at best?

This game really gets fun when trying to justify three powers in one char. Two... not so hard. But sometimes that thrid power is really the keystone that creates uniquness:
Not a bad start. I implies some interesting backstory element and allows the char to travel some roads others might find blocked.
Elemental Breath. A little random, but still somewhat fitting. Sea dragon or underwatter spitting cobra... lets see if that third power brings it all together.

You just aren't being creative enough. If they are a gadget villain, disintegrate their gadgets. If they are super tough, disintegrate things selectively so the objects drop on them. If you are up high, make a hole under them. Trapping a none flier in a deep, smoothly lined is an option for several power levels.
Villainy is for the uncreative.
