As for business, We're already in a good place with the people, so lowering the taxes isn't vital for keeping our head. On the other hand, having more money isn't really a vital necessity either, and invite trouble where there was none before. When in doubt, status quo!

Lower taxes, I mean it's not like we've actually had the choice to invest in any of the special projects so far, so we probably don't need that much money.

Hold taxes level. We haven't spent much of anything yet, and I don't think we've done anything to really draw danger from the rest of our tax base so that we would need to mollify them with lower taxes.
(Kind of interesting to get an exact report of our available finances- it highlights just how absurd that earlier price for buying off Ixion was.)

To be fair, Bruce, in his public persona, actively invests in projects that vastly improve the welfare of the residents of Gotham in the millions, through pretty much every continuity he exists in.
That said, we don't know what we may need the current money for, so keep taxes level. We can always invest in something good later, given our awesome actuarial/accounting skills.

I believe people are forgetting something.
Batman is loved by the populace(except in continuities where he's not) despite being a walking hospital visit for crooks. We too must be loved by the people. Unfortunately, we cannot create this love by breaking legs and snapping spines, so we must create it in the only way available to us: Lower taxes.

Lower Taxes. Happy people is people that will support us in case of coup and while having some on-hand cash is nice, we haven't actually used any yet. We just don't have the skills to benefit from these special projects anyway.

Our personal guard will protect us from assassins and our magic (and magical allies) and skills can help with nobles, so the populace is our biggest current threat.
