Yes, that is exactly it. The points cost of a ship is a function of what systems it has, draw from the set list of weapons/system in the game (of which a portion is part of the fleet's tech-tree).
(Those handful of things outside the tech tree tend to be more fudged (and if anything I tend to aim to overprice them - though the fact that the most prevalent of those "special" systems is the Cybertank Displacer screen, which isn't that expensive) should tell you that my balancing is pretty good.)
All the weapons costs are done to a formula, which is essentially average (optimal) damage multiplied by accuracy, number of dice rolled and a range factor, and again dependant on how many 60º fire arcs it has. (Missiles took the most effort to get reasonable, as there is something of a fudge factor involved due to the way they function, in the way that the energy weapons didn't, but they're pretty good now. I spent a good few months setting up spreadsheets, which made the final sets of changes much easier to do, as well as meaning eliminating maths errors during ship contruction!)
So all the fleets are assmebled simply from the mix of available weapons and other systems (though, I should say rather, "broad weapon system effects", e.g. beam, barrage, railgun, since we're not bothered about the minutae at this scale. AccAtt is more an admiral's game than a captain's.)
(I'm trying not to elaborate too much, since I could be at it all day (even more than roleplaying wargaming is my primary hobby!) and I would not want to incur the Wrath of the Penguin again...!)

Well, I don't drive a tank, certainly. I'm also an admiral, not a ground commander, so in real combat, I'm not techically in the command chain on the ground (except broadly). I would myself be more likely to count as a specialist unit under the command of the officer in charge (since he knows what he's doing.) I mean, I'm not bad, but outside of personal combat, I'm a navy officer for a reason. Right tool for the right job and all that.)

As another example, take the Rift Collective fleet, which is technically horribly unoptimised (no rear-arc weapons, three sets of seperate guns to fore, port and starboard with no overlap); but once I got over the hurdle of understanding how to get them the fight like they were designed to, they haven't lost a game in ages, either; simply because they were that much harder to learn how to fight, I just got extremely proficient with them.
(Last time they came out, they beat the Strayvians, nearly twice their tech level, played by the other really skilled player, into a narrow defeat, despite the fact that unlike most of the races that have won against the Strayvians, the Rifties don't have a surfiet of missiles to swarm their defences with, so they had to do it the hard way. Which meant the battle was entirely decided by manouver and tactics, and it was one of the best and most intense games we've had for absolutely ages.)
I think the psychological advantage is part of it too; the other players know the Aotrs is extremely powerful and has never been beaten, which does have an effect, and I know they haven't, and that makes me play better as well.
But I don't mind that this means I don't use them that often (it's not like I don't have twenty other fleets to play with). They come out about as often as the Maruaders (Shardan) do, and those guys are right up on the top of the tech tree (with a worse success rate...!)

I have had a single attempt at Wargaming, with the support of a guy who was already doing it (to be exact, Warhammer 40k), and quickly found it tiresome. I see why people would love it, but I could not get into it.

There are as many types of wargames and wargamers as there are roleplayers, if not more. 40K is not even remotely close to being the only type of game, let alone the only game (nor is it, really, even akin to what D&D is to roleplaying). Thing is, going by the (admitly small) gameing shop within the general area of my house, it's by far the most played. The rest are seperated by simple age gaps (Makes me feel realy, realy young when your the only one in the building who's mother has to pick you up and the guy next to you has more hair on his chin then one has on the top on his head). I think it would be fun to branch out, but right now.....
