As for the cosmology, I think even a mix of the two.
We start with one world on the Material Plane, and that's the default "earth". Then gods can create other planets it they want with Weave Plane, and stipulate them as being physically on the Material Plane.
Other than that, I'm voting Great Wheel cosmology.
And Draken is correct, as far as I'm concerned with ruling, two gods can split the AP of an action. You just can't GIVE another God AP to spend willy nilly.

On giving AP to others, I'd like to add that in the games I've been in where that was allowed, it worked fairly well, but I have no strong preference one way or the other.
On the sun and a planet already being there, again, I won't dispute current rulings, but I think that not having them premade would work better, since it makes for more interesting worlds, from what I've seen; I rather doubt that the triple Klein Bottle world and ring of fire sun from Spawn of the Chronicler would have come into existence without both having to be specifically made (and, if we don't start off with a world or a sun, it opens things up more for Void-dwellers and/or darkness-adapted species at the start, while not really keeping anyone from making more standard things if they feel strongly enough about wanting to do so to make a planet or the sun).

Oh, right, the fire ring was something else... Never mind. I was reading through a couple of the old games I was in recently, and I got confused as to which of them that was from.
And my question is, why does there have to be a world, per se? (Unless you're referring to the plane, not a planet in that plane, in which case, I'm fine with that.) If you have a planet, people will be thinking "What can I do with this planet", whereas if there's just an empty plane, it opens things up for all sorts of stuff, whether asteroid dwellers, things floating in space, or whatever other crazy things people might come up.

Odds are we will wind up with free-floating continents in the material void (5 AP for an essentially useless rock? I think not!) and have to quickly move into methods of large scale aerial travel.

Not really. There will just be lots of different underdarks in the cave systems of the bigger floating continents.
Or maybe the underdark itself could be a vast asteroid with a jagged and molten surface of obsidian and basalt with countless caverns stretching into its depths. Nobody simply stumbles into this nightmarish realm, they are either dragged screaming by its denizens, flee to it in hopeless despair, or barge into it boldly to face its threats and overcome or be undone by them.

Asteroids just aren't the same as a network of caves that spans the whole world. Asteroids don't inspire that fear of the underground, of the deepest places in the earth. Down below the world is not a molten core, only darkness and madness await.

Mind you, I'm still voting for a premade world, but if it ends up not being that, I can work with it.

Maybe Weave Plane? Or, if you want, Create Monument
It depends what you want the sun to be...
If it's just the sun: Forge Land
If it's a castle in the sky that is also the sun: Sanctum
If it's a whole plane of existence so bright it shines through dimensions: Plane
If its an artifact of immense power a forge that is a warning of things to come: A monument
If it's a simple FACT of existence: Cosmic decree
The monument action looks more like something you would want to place inside a sanctum for the sake of personal boosts, but very much a lategame thing.
And that is how the idea of the Great Wheel usually dies.
I mean it seriously, actually. People put planes in the Void to be stellar bodies as the default and then some semi arbitrary limits need to be made as to where the Void ends and the Material World begins.
Well, to clarify, the Sun is at the exact centre of creation.
I'd say the Void begins at the outer edge of the Solar Corona.
From there, light, heat and charged particles stream out into the Void.
Edit: Sounds good. I included a couple of miscellaneous sparks in my creation post seeing as we're all Gods of light or fire in one form or another.

Btw... what confuses me about the sun plane.... is... if it's a whole plane onto itself... what's on it? Is it basically the elemental plane of fire? Can you make a society on it? etc?
Also, Elemental, since you said that you were trying to reflect the size of something of solar mass, please bear in mind that size is not a factor in whether or not something is a plane or not. You can have a plane that's the size of a room, or use Forge Land to make a Dyson Sphere.
