I think it's good practice to ask, even if doing a surprise isn't against the rules per se. You could always send the request per PM if you want to surprise the rest of the world, however.
Speaking of this week, what am I up to for it? Perhaps I should try to figure something out (I do perhaps have an idea), or perhaps I should play oblivious to its existence and focus on something more important, like school, or the heap of neglected private projects of mine...
