Well, it's unclear. Honestly, I'd just rule that you could Praise them so that they automatically pass the breakout roll (they still need to roleplay the breaking out bit). Which allows for Vetasz to counter-Censure it if he wants to.

Historically, I think that hasn't applied to things you did; in BW-ES for instance, Elemental and Elrical were both talking about just choosing to reverse their curses.
That said, new game, new rules, so I don't know if precedent matters in this case.

Not reverse, cancel. I understand your confusion though. I used my curse to create something new, and so destroying that something was free for me. Although BW-ES uses a different rules system which is why that worked.
Still, I don't think that cancelling a death curse would bring someone back even in BW-ES.

Hm. Good point. However, if one canceled the death curse (which I think can still be done? ), wouldn't the Praise to raise them then only cost 1 AP, since the curse that would have made it cost more was no longer extant?

I'd say no, since a death curse is an instantaneous, non duration effect.
Example:
ABCDE curses MORTAL with death (1 AP). MORTAL dies. Curse is effectively over, but because its effects still linger, its 2 AP to resurrect MORTAL.
However if the situation were like this, it would be different:
ABCDE curses MORTAL with death (1 AP). MORTAL dies. Wanting to make sure MORTAL stays dead, ABCDE further curses MORTAL so they can't be raised (2 AP). After a while ABCDE feels bad, so ABCDE cancels the permadeath curse and raises MORTAL for 2 AP.

They're from Warhammer Fantasy
Basically, they're elves from one of the High Elven provinces who follow the Witch King Malekith. They were defeated in this big civil war, and fled to Naggaroth (Essentially North America on the Warhammer Fantasy Map)
Also, Mynxae, in the chart of Deities, you have Ceryna and Melaira's abilities mixed up. Ceryna took Crystal Seer, not Melaira

So looking at the Protean ability I have some questions namely what are the limits. I assume that whatever HP bar gets hit/depleted can't be relocated? (So starting with thirty health 3 attack dice and 4 defense dice. Takes 5 damage. Can't now go down to twenty to shore up attack or defense, but could go down to fifteen.)

So you could boost your health (or subtract from it) but you wouldn't heal up from transferring extra points into your HP.
Of course, the easiest way to do things would be to just say you can only rearrange your Attack and Defense, with HP being your "life force" and thus untouchable.

Also, we need to put a lower limit on stats, such that they can't be reduced to less that 1d6 by abilities or relics. Otherwise Divine Beauty could become rather overpowered.

Here's a god with 10 total dice to start:

God Rearranges Stats! (A8 D1 H10)
God Attacks!
God Rearranges Stats! (A1 D8 H10)
Enemy counterattacks
God Rearranges stats! (A1 D1 H80) (God is fully healed)
Repeat.
That's what we want to avoid.
What I propose:
God Rearranges stats! (A1 D1 H80)
God Rearranges Stats! (A8 D1 H10)
God Attacks!
God Rearranges Stats! (A1 D8 H10)
Enemy counterattacks!
God rearranges stats! (A1 D1 H8/80)
Enemy Attacks!
God dies.
From what I read of your post, it doesn't sound all that different from "stuff we want to avoid."
