Ayup. The fabled Black Ships of the Inquisition make a continual circuit of the Imperium, picking up all the arrested psykers. From there they are transported back to Holy Terra, where they are either consumed by the golden throne, or are trained for service somewhere in the Imperium. Sanctioned Psykers in some Imperial Guard regiments are a thing, but they tend to live short, miserable lives. Generally the only soldiers that hang around with them are the ones that are assigned to do so, with standing orders to shoot them if they show signs of being posessed or otherwise tainted by the Warp. Some undergo a ritual of Soul Binding, where they are exposed directly to the psychic energies of the Emperor (which burns out their eyes and often also causes nerve damage and stuff). Astropath's all go through this.
The most coherent of the astropath's on board the Nostalgia for Infinity is a quiet old man called Heltin. He obsessively maintains a small garden of beautiful flowers from many different worlds. He shows them off to anyone that visits his quarters for business reasons, imploring them to "paint me the picture, young man!" to describe the rich fragrances; the ritual took away his sense of smell.

It's not like there's a lot of extras to go 'missing', in any case.

Will I have to do it IC, or is it possible to do an aquisition test? After all, this place is already teeming with smugglers, hereteks, and criminals. They could very plausibly have a few.

They're common enough, but those powerpacks tend to be owned by Battle Sisters and the Inquisition.
You can make an acquisition roll and go from there. Right now, though, you have less than 24 hours to find the guncutter and may thereafter want to go chasing after the frigate it came from, so prelonged shopping trips may have to wait.

That is the same as "not common at all" for people who are not Space Marines, Inquisitors, part of the Ruling Priesthood of Mars, or Sisters of Battle. There's only a billion Adeptus Sororitas and there's said to be less than one space marine for every world in the Imperium, after all.

Commerce check varying between -20 - -40 if the population is > or < than 100'000 (assumig Ex Rare or Near Unique) and the time... 1d5 weeks - 1d5 months
2. Commerce if you wish to bargain and the aquisition test.
Sadly the same for our things as well. Even if we can find the conversion fields it may take weeks!

Probably Near Unique, but your character's not sure. It's certainly occurred to him that something like this might exist... he's never fought with space marines, but has heard tales of lengthy operations they've taken part in, and knows enough of the mundane aspects of soldiering to figure that if their armor requires constant recharging, that'll be a logistical nightmare. However, you've also heard they interface directly with their armor, something to do with their physical modifications or the Will of the Emperor or something. Maybe it's just that they are naturally strong enough to carry their armor around, even when the servo-assists turn off, and can rapidly power it on when the fighting starts? Or maybe the stories are exaggerated? That might be a more reasonable explanation than the ridiculous idea of a compact fusion power source that can run powered armor indefinitely, surely? And yet... if such a thing did exist... what a prize it would be!

I'll read up on that. Worst comes to worst, we'll have our own timeline, or you can have fought against other chaos space marines. Not out of the realm of possibility for characters as powerful as yours.

Yeah, for example, if you need 500 points to complete one action, but get 800, you can use the extra 300 towards another. Quite handy.
EDIT: I'm all for sneaking up to whatever's there, silent running, teleporting a few of us aboard, and stealing the guncutter from under their noses, with a liberal application of violence.
We could leave a case of Thrones as a cheeky payment for it, the amount that the Lord-Captain initially offered.

To the first part -- what? You don't need experience points to complete actions.
To the second part -- the amount originally bid for the guncutter maxed out the Lord-Captain's credit. That's... a lot of boxes.
