Default Hunter the Reckoning: Good Cop

I have played a lot of games, mostly D&D and White Wolf but this is the first time I've been able to play Hunter. The issue is I've never actually looked at the system and I'm having trouble with my concept so I'm asking the playground for help.

My basic concept is that I want to play a NYPD cadet fresh out of the academy. I know cops are controlled by the monsters in the world so I want to be the Jim Gordan style good cop in a department of corruption.

Please help me make this concept work.

Cops aren't necessarily controlled by monsters in the world of Darkness. Although chances are the police chief have been shaking hands with and taking checks from some. The SWAT team leader too. And maybe the Desk Sergeant, and those guys from Vice. And the Cybercrime specialist, oh and possibly your partner.

I was informed by my ST that the department is corrupt but I was thinking more build advice.

Reckoning is Old World, right? OWoD mortals didn't even get stats, they were so unimportant - while a cop might be your background/backstory, your entire build will be determined by whatever angelic patron you have (it was angels, right?).

First off, which Creed do you want him to belong to? There are a few that might fit the concept, like Judge and Defender.

I was thinking Avenger or Defender. It's OWoD.

I see. Well, I don't think there's a lot of advice you need. Hunters don't get a whole lot of options in terms of builds, really. You need to build your character like you would build any other splat - decide which skills make sense for him - and then decide how to distribute your Virtues and Edges, which from what I remember mostly entails deciding whether to focus on one of them or spread them around.
Also, I think the Defender Creed makes more sense for an "honest cop among corrupt ones" type than Avenger.
