Default Training Rules

I'm not sure if this should go in 3.5 since it's the system I'm going to be using these rules in, but does anyone know of a game or system, that lets you spend money, and go to school, or something like that in order to gain extra skill points, abilities, etc?

I recall hearing about a game that had it once... I think it might have been hackmaster...and google is drawing a blank for once.

Thanks for the help!

Hackmaster requires training for level-up, but does not allow random ability acquisition through training... you have to have the BPs to spend. Palladium's modern games do allow the money and time system, however.
