Default Applying templates to low level creatures

Ok all I wanted to know is how you would go about applying a template with a LA of +2 lets say to a creature with a CR of 1/4 or 1/2?

You add the CR of the template to the CR of the creature. Or, if the creature is actually a PC, you add the LA to the level of the creature.
