My thought would be, after the necessities, to focus on flexible buildings first. Anything that provides more BP would qualify as flexible, in my opinion, or anything that serves multiple inherent purposes. So a mill can be on the short list, as well. But we can use querns if we need to, and I don't imagine anyone will learn "summon BP" soon ;)
So looking at our current kingdom character sheet, thoughts on where our ruler and spy master should direct their attentions at the moment? Various options include:
- Both boost Economy = Economy 15, Loyalty 10, Stability 8
- Both boost Stability = Economy 6, Loyalty 10, Stability 17
- Ruler Economy & Spy Stability = Economy 10, Loyalty 10, Stability 13
- Spy Economy & Ruler Stability = Economy 11, Loyalty 10, Stability 12
At this point I'm actually partial to a double boost to economy. Worst that could happen is that we get some unrest, and then we can switch to double boost to stability as required to bring it back down. Thoughts?

Totally forgot to mention the housing block. So I had the pier in the bottom square, in the bottom left city block. We could put the houses in the top left city block for that square, keeping our newly established town together for the moment. I'm not much of a city planner though.

Presuming our unrest is at zero, currently, I'd have one of them boost each. An economy bonus of 15 would award one BP more than an economy boost of 10 with the same role, and succeeding at a stability role with zero unrest gives one BP, so we'd end up with the same number of BP, but a better chance of not getting any unrest. That said, I suppose the double economy boost makes it more certain we'd pass the income check, which would be pretty bad to fail. On the other hand, it's good to have a pretty high stability bonus in case anything out of the ordinary happens, too.
I agree entirely with Ruik's land placement plan.
Also, am I reading correctly that only edicts generate consumption, or am I missing some mention of consumption from existing buildings?

Fair enough, I'm happy with that. We also get +1 E and +1S from the pier as well.

I think a high stability is good for now. We can't make much BP on economy alone. The only reward for a high economy right now is if we were selling magic items. Selling one minor item is 2 BP. If we get a caster tower we will be making 3 minor and 2 medium items. That's when we boost economy.
Right now our DC is 21 so we should fail one or two rolls on average. We should stack the deck to the one we really want to make.
So that would use the above set? I guess, but if you pass your economy roll by exceeding the DC of 21, then wouldn't you get a minimum of 4BP? Seems like were giving up on a chance at BP to have a near guarantee on stability...

Is that how it works? I thought it was divide by 5 after subtracting the DC. Your way makes more sense. If that is true then our priority should be economy, then stability and finally loyalty for now.
"Step 4 - Generate income: Make an economy check against your command Dc at the end of your income phase. If you're successful, divide your result by 5 (dropping any fractions) and increase your treasury's BP by that amount"

Also, I'm new to kingmaker, so I'm not sure if I have any sugegstions for how we build things, other than possibly putting in some sturdy walls and foudnations to build on, and going for a pretty geometric street layout that's easy to defend and keep track of.

We still have to place the pier and housing down. Do we want them in the same district? Either way, there should be a simple numbering system for the placement. May I suggest we go from left to right and then up to down and number them (so that the upper left corner is 1 and bottom right is 9). Then each of the four boxes in the district be labeled by a letter: a for the top left and d for the bottom right.
Also have we decided on an alignment for the kingdom.

Huh, had a bit of a moment there. So I meant box 7 for the waterfront, 8(a) for the housing, 8(c) for the pier, and potentially 8(d) for a mill. I realise it means housing backing onto the pier, so if we want to do something else I'm open to suggestions.

I was hoping that all the PC's join the expedition as it gives us something to do. I fear that staying and over seeing the building will just bore those players into dropping the game.
My character is not with the expedition currently, but don't worry, I'm not dropping this game ^^
I just figured it would make more sense for my character, even though as a player I know that I might miss out on interesting stuff. (Like meeting other kitsune)

According to the kingdom character sheet in the OP, the alignment for our kingdom is CG, the same as our ruler.
Question for DM - does the fact that, in an oriental setting, our new settlement is going to grow valuing doing the right thing over the laws/honour that are usually paramount according to the Rokugan Campaign setting matter?
