The user titles thread says:

Is it against the rules to notice that someone is a pixie (or if they only ever have one post) and then comment with a "welcome to the playground", or something like that?

Sheriff: Except in the Hello, Welcome thread, it seems a bit gauche to me to point out someone's newness, pixie status, etc.

No matter how well-meaning, it often reads as "hey newb!" - especially if they've chosen to jump into to some substantive conversation. It's not inherently a rules violation to welcome someone, so I guess it just depends on the context, but I don't see why it's necessary.
