I'm pretty sure that Betas would be given Null Collars and put on the Black Ships and be absorbed by the Emperor. Deltas are the only ones I know of that become Sanctioned.

What are the varying levels?

I don't really know anything at all about the Inquisition's policy towards pyskers of varying levels.

But Randomizer knows less, so we must excuse him.

Alpha are generally killed on sight, as best I know. Beta and Gamma tend to become inquisitors, or are used by secret shadowy types for EEEVIL. Delta can be sanctioned. Anything below that usually gets fed to the emperor. Too weak to be sanctioned, too dangerous to let lose.

And the reason the three beta psykers are simply sanctioned, is because theyre too incompetent to be part of anything else. (yes, too incompetent to be food for the emperor) Note that Powers said that theyre his best in 34
