Not necessarily. They might be Extraordinary, Supernatural and/or Spell-like abilities, none of which are spells per-se (the last gets obviously very close).
Whether you want to count them or not is up to you. I have no horse in that race.

Ehhh. There's not really any indication that stuff involved casting any spells (unless I'm misremembering); seems more like inherent godly abilities to me?

We've counted Supernatural and Spell-like abilities in the past with beings such as vampires. Would Gods really be that different?

Did you count dragon breath (supernatural)?
Ad yeah, they're different in that there aren't stats for them, so what exactly they are doing to create those effects is gonna be tricky to figure out. I'd recommend classifying them as divine abilities and calling it good enough.

We haven't but we should. I counted Darkness for the Black Dragon. If someone could start working on locating the dragon breaths that would certainly help!
Also, I notice we are lacking in our bardic music category. I'll need help locating these as well.

I don't play much D&D so I don't know if this is a mistake or not, but I think you previously moved Righteous Might from the Magic Abilities list back over to Magic Compendium (aka a Spell, not a class ability). However, Hel's Might (Cleric) is still listed under Magic Abilities, so I'm guessing you want to move that back over to the Spell list as well.
EDIT: Procrastinating at work so I might as well start work on the Bardic Music listings.

I count 41 instances of bardic music use. I'm not sure how granular you want to be with this. For instance 890 uses the Song of Freedom ability, which is a type of bardic music ability. In most cases, its impossible to know if he's using Inspire Courage, Inspire Greatness, or Inspire Heroics during combat (if, indeed he can Inspire Heroics). The instances of Inspire Competence should be easier to spot, such as 4 and 880. 238 is probably the only time he uses Fascinate (and Suggestion), and I don't think he's ever used Countersong. 890 is the only Song of Freedom. Anyway, hope that list is helpful.

I'm thinking the transferring into the memorial realm to be a plane shift maybe? And the most obvious one is fly, of course.

That would allow him to be up to 1600 ft tall in the scenes where they're standing on his boots - allowing for a reasonable amount of walking distance across the furred part of the boot, to his armoured ankle.

Seems like a good starting point. In some cases the divine ability may be duplicating an existing spell. For example, if it turns out there's none that correspond exactly to the ability to fly, then Alter Reality may be duplicating the fly spell instead (it can duplicate any 0-9th level spell).
Though there is one that grants flight - Divine Air Mastery - so it could be either of those.

It could also be free movement, couldn't it? I'd say divine air mastery seems more appropriate, but I'd love some assistance in deciding these actions. Also -

Bardic Song list- I'm seeing a lot of instances where its not clear if Bardic Song is active or not. With spells, generally we go by the evidence of casting by the aura around the hands, or effect of the spell. I'm thinking we should do something similar here - The green/colored musical notes around the lyrics. However, you guys could disagree, so what do you think? Below are all the instances listed in the wiki, not all of which I agree with, but could possibly be counted.

but they can't take people with them when using that divine ability - only objects.
