This was actually confirmed to be a joke. The use of "middling" was facetious - an absurdity, as they had just got done saying that the Kukla had world-annihilating power. Sarcasm and so on.

I find it amusing that the Exalted setting is so overpowered awesome that people took that seriously without a word of complaint.
