    personally i cant see the cloud ray at cr 16
    it has no sr or spell immunities its slow and not very maneuverable and its ac is terrible 8?!
    a guy with a wounding weapon could rip this thing apart with no sweat.
    protection from arrows is basically useless at this level all this thing has going for it is hit dice.
