The serious answer is that I think of them as the Time Patrol, the equivalent of the Weather Patrol. They keep time moving in the right direction, and fight the odd Dalek.

My understanding is those are all actually the same pony. They're simply different versions or reincarnations of the same character, who keeps renewing himself and returning in slightly different ways. I could be wrong though, I'm not that familiar with the original Dr. Who.

While I'm not well read in the Who-niverse, both are plausible. (I've been meaning to get into it, because my friends have hyped it up to high Heavens, I just haven't found the time and the Internet is poopy here, thus making streaming Netflix painful.)
