Maybe I used the wrong term. I meant "functionally illiterate" to mean "can read and write, but does not on a regular basis."

Ah. Functionally illiterate means "I can sign my name and make sense of menus and basic street signs, but I can't make heads or tails of a paragraph without great effort."
