Hey, just out of interest, in this particular universe, are other countries aware of Espers and do they have their own independent (and far less successful and often ethically dubious) Esper development projects?

Don't believe they do, Academy City appears to have a monopoly on normal Espers and gemstones are subject to political battle over their alliance.
