Is surprisingly good a particularly British phrase? I use it often and am decidedly American, though I may have picked it up from he abundance of British TV I watch.

On the topic of bad Classic Who special effects, the one that takes the cake for me is Kroll from the Fourth Doctor story ''The Power of Kroll''. It was simply laughable. The fact that the plot was a ham-fisted critique of colonialism didn't particularly help either.
