For the most part, animals aren't that much tougher - yes, particularly large animals have been known to take gunshots to the face and whatnot without going down, but something like that really seems like it should be represented by having more health levels, not because it was inherently harder to damage.

People have been known to take (small) gunshots to the face. I don't have personal experience, but I imagine it hurts.
