I too think that is likely Agatha, and the Foglios are setting it up for a one page spread of her latest outfit (which, since Zeetha was there to help, and these is the Foglios, I'm sure will make her breasts bigger). But that sounded very much like Violetta, I have to say. She does get quite ticked off when Tarvek comes close to killing himself, since she's the one that wants the honor (although maybe not anymore).
