Crafting Meta-Magic Rods.

In the DMG: It says the Caster level is 17th under what is needed to craft each one.

A: Is that you need to be level 17 to make these rods?
B: That is the caster level if baught for being dispelled?
C: There are three types of Rod, is the caster level required the same for each type, lesser, normal, greater.
