"I imagine that if we check the evacuation stations, we will most likely find not everyone made it. Most likely the culprits will be amongst those who are missing." A bit of a leap of logic, but it would give everyone something to focus on and do.
"However, first I'm going to find my sister." He adds, then goes over to where he last saw Touma, looking for her. He really shouldn't have left her alone and helpless as long as he did, and guilt is already gnawing at him.
