Derpy might not have actually been struck by lightning, lightning just kinda struck the air around Derpy, singing the nearby area. You'll note she goes into her struck by lightning pose before the lightning even appears, and Rainbow Dash's tail is similarly singed by a stray bolt that didn't hit moments prior.

Alternatively, the only canon is Pinkie Pie's party cannon.
