Luna is off the charts, she is incomparable, she transcends the very question. Like the speed of light, you can approach her but never reach her unless you are her.

Thus, Rainbow Dash is clearly Best Pony, even though Luna is better in every way.

Most attractive pony, however, is Twilight Sparkle (I would totally marry her if I could), even though Luna of course is infinitely more beautiful and attractive.
