So King/Queen Apathy didn't much care about the decline of their countries entire infrastructure and power base. DJ is alarmed by this, and his response is to request help from creatures that live in other dimensions.

Why do they care?
We don't know yet what he is going to ask them.
It's possible that by this point he already had a plan that involved using the sanctum, and the things he'll tell them in tomorrow's update will not be just a plead to help Callan, but the beginning of his plan.
