Act against the Kushan in war and the council will intercede, whether we wish it or not. You have every ability to surpass the Kushan. Grow powerful, but hold your wrath. They cannot touch your dreams unless you allow them to provoke you; their dreams you can hinder and thwart whenever they form them. Leave them to suffer this in weakness or cast the first blow against you and their fate will be to be crushed slowly or quickly.
