@Malak'ai: Well I reckoned that the Badger would appear immediately, but doesn't act until it's Raif's turn. I think it uses Raif's initiative for initiative purposes. I think the spell description is written that way because they assume that you would be casting the spell normally, i.e. not readied. So, you'd cast the spell, and then the monster has an action on your turn.

Of course, ultimately it's up to you to make a ruling, and I don't much mind whichever way you decide.

I didn't think it would have an action until Raif's go when I cast the Spell. My plan was that it would force that annoying crossbow-orc to fight melee, be too distracted to target our casters, and open up a chance for a flank.
