Unfortunately, the envelope does not contain a bomb. Instead, it contains a letter and another piece of paper. The letter reads:

Commander Vulpan,

I am enclosing a map of the temple to Dalachrech in Riverside, in hope that it will be useful if you or your associates want to give these slavers their due. The map is not complete, but I hope I will be able to procure a more detailed one in time. With luck, I might also get information about their other temples. I hope it proves helpful.
