2) Luna Eclipsed: Golden Harvest escorts Dinky to the candy offering

3) Last Roundup: during Applejack's speech we see Dinky in the crowd look up lovingly at a stallion next to her(don't know his name off top of my head) while Golden Harvest is on her other side looking down at her

4) Last Roundup: Golden Harvest and Dinky take the train to Canterlot together after being seen off at the platform by stallion from speech scene
My god you're right!

Golden Harvest is obviously a social worker, keeping an eye on Dinky while she goes trough the system during Derpy's trial over excessive property damage. Shes been hanging out with her psychiatrist informally to get Dinky's guard down so they can figure out her perspective of her mother's destructive tendencies.

It's the only possible interpretation!
