I'm pegging the current flashback at around twenty years ago.

My argument is as follows: This is a flashback about how Ichigo's dad and mom met. They are going to fall in love immediately, that is basically a given. Ichigo is their oldest child, and he is currently 17 years old.

So the timeskip is taking place between 18 years and however long they knew each other before Ichigo was conceived. I'm guessing a year or two on top of that, which would put this flashback at twenty years ago.
