So...we're 100 pages in and I still don't feel like this story is going anywhere. There have been good parts...but I'll be happy when we move past this arc.

Huh, weird. We're seeing the completion of Radicals plan that seems to me to be leading up to the big final confrontation between one of the few major villains this comic has (I remember Radical and Franz, am I missing anyone?). To me it seems like the story is definitely going somewhere.

But I will be the first to admit, for this comic I really don't care much about the story structure or arcs in the first place, so meh, sorry you're not enjoying this one.

Does she have any power or fighting ability?

There are certain people you look at and go, heh, probably not a smart idea to mess with that one. Whether they're a trained fighter or not. The mecha-happy president with an eye-patch and epaulets? Definitely getting that vibe from her.
