Unless Jade has special, cloths destroying properties, my guess is that Zirconis is just using a "cloths destroy" spell, and the implication is that dragons can, in addition to their draconic powers, also cast magic.

But then again, just because he's "The Jade Dragon" doesn't mean his dragon slayer HAAAS to be "The Jade Dragon Slayer". For all we know, his variant of dragon slayer magic is like, Mineral based, which would help explain how he could destroy the cloths.

But until we actually get a 100% clear explanation, we won't know for sure.
