All parts of the spell in a scroll are dictated by the nature of the scribing formula. The fact that the person who crafted the scroll was able to use a lower spell slot than normal due to metamagic cost reducer(s) does not change the spell level of the scroll for purposes of cost or time to complete. And once a scroll is finished, any metamagic available to the scroll user is also irrelevant; again, all parts of the spell in the scroll have already been finalized.
