I think the minimum power level for the kami is about 400, which I think is Kami's PL at least from what Tree of Life said. Which means Callins will need to grow stronger by a lot if he wants to be Kami. If this is the minimum for being Kami, that with the title/responsibly allows for the wish. Dende in the Wiki says to be about 1,000 after his power is unlocked by Elder Guru, which may mean he can have more wishes.
