    Logically that's the case but minions have the option and you never deny people the option to be stupid or gutsy if they think they have Merlin nailed

    The only times he shouldn't wait is if there's only 1 or 0 minions, if only loyalists havn't sent in an action or if he knows that the minion who hasn't sent in an action is inactive.
