When I use improvised magic weapon as improvised than I use it without magic qualities?

Q366: Catch Off-guard feat work as proficiency? Because feat Martial Weapon Proficiency have benefits:
You make attack rolls with the selected weapon normally (without the non-proficient penalty).
So actually in feat not written that you get proficiency with weapon expect the name of it and Catch Off-guard feat have almost the same benefits.
