and yeah to be frank? Boros regeneration powers are HAX. as in, Cell or Majin Buu levels of hax, maybe even more. Because the punch that made him regenerate, made him go flying apart- then he just smashed himself back together instantly. Cell or Majin Buu's regeneration while near the same level, isn't THAT instant. combined with Boros super form and energy attacks, and he was very much a DBZ super villain parody, so I'm taking that as evidence that Saitama is perfectly capable of taking on DBZ levels of power.

In comparison, the Z-Fighters encounter trouble every time the villain has some extra defensive power to make sure the villain keeps surviving past one or two fights:
-Piccolo could regenerate when he was a villain
-Freeza's race is known for breathing in space AND surviving despite ridiculous amounts of dismemberment.
-Cell is basically a gene hax of Piccolo and Freeza above combined with Saiyan DNA so that he can regenerate from any cell without his head being a weak point, AND getting stronger from regenerating near death.
-Majin Buu is basically this weird demon made of goo who can split himself and put himself back together again without any pain.
-Broly has no-sell powers up the wazoo.

the only villain to my recall that doesn't specifically give them trouble because of something like that is Beerus. but even then, his lithe agility and thin frame plus great power and combat training, he is probably master of the art of Dodge. and of course, being the God of Destruction, the best defense is a great offense.
But its pretty clear that in a universe of planetary destruction attacks, a some good form of defense or survival is something that makes you stand out from the crowd. Saitama just plain ignores that and wins in three hits anyways.
