(3) This Quasar Well is total crap because it was made in a cave with a box of scraps.

(4) Full SPS abilities are unlocked only when SPS are hooked into the SPS Network or [Plot Device to be Named Later]

The upshot is that Danica is getting an upgrade but Mookie is playing down how powerful she is going to be because we haven't yet seen how someone with Danica's... let's say "variable" ... power levels could pacify whole planets as the SPS are supposed to be able to.

In short : Danica is well short of Green Lantern, but will slowly be upgraded to the point that the SPS could pinch-hit for the Green Lantern Corps.
