Probably lots of people, actually. Starting with Mr. Scruffy (who you might declare not-a-person) and the Oracle (both in print-only content though, and thus likely neither are who you're looking for). Haley, on the other hand, met him on-panel in the online comic.

Also, I think this question might break one of the rules, as you could argue that you'd have to show strips other than the given one to prove no one besides Haley has met Eugene, or in the case of Shojo, that even though he did meet Eugene he is now dead, etc. Just something for future reference; try to phrase a question in a way that it can be entirely answered with one strip.
