Its burst 2 attack with giant club would be something just stupid to attempt with experienced(read 6th level adventurers), so it goes away. Ditto the extra action point - representing no fear. Which all goes away at 10th. At 18th, it is just desperate to try to survive, so it sticks to the easiest, least risky option.
I do this a lot. I've always wished there was a category halfway between Standard and Minion.
