If the Order gets on the scene after the Council of Clan's vote is concluded, yes. But even though the vampires have a teleportation-derived head start, we don't know how long it will take for the elders to assemble for the vote to occur, so the Order getting involved before the voting happens is in the realm of possibility.

Or the vote has happened, but it was a tie except for one holdout, who now has to get his clan to vote for him to decide the vote. Which clan? Why, Durkon's. And his mom happens to be an influential voice, too...
